Ok I got another one for you guys. I read this one also about 20 years ago and it was in paperback. I am pretty sure it was in the YA section of the library. A woman tries to find someone I think its her brother. He gets hooked on a drug and I am pretty sure it had the symbol of a dove on the drug packets. She partners with a guy and finds out the drugs are connected to voodoo. Thats all I got. I thought dove was in the title but that only gives me christian books.
