Evans expands upon his 1996 article, "Air War Over Virginia," that first appeared in the Civil War Times Illustrated. Evans draws upon extensive primary resources, including chief Union aeronaut Thaddeus S.C. Lowe's unpublished memoirs, correspondence between military commanders and the aeronauts, the archives of the American Institute of Aeronautics and Astronautics, and contemporary newspapers. His account of the use of lighter-than-air surveillance during the U.S. Civil War remains the most well-researched and extensive. Evans nicely updates and expands upon Frederick Stansbury Haydon's 1941 volume, Aeronautics in the Union and Confederate Armies. Although its exploits are practically unknown today, the Union Army Balloon Corps holds a significant place not only in the history of the Civil War, but also in the annals of military history. This 19th-century airborne contingent provided the final element in the modern concept of total war. Up to this time, war had been a two-dimensional effort involving military campaigning on land and sea only. With the advent of the Balloon Corps, the Federal army employed the advantages of air combat, thus fully complementing their ground and sea forces and shaping the face of warfare for the modern military.
