Again, Jack Kirby handles most of the art but Gil Kane does a brief stint as well.
As with Volume 2, the focus here is on action, action, action. With only 10 pages per issue to play with there's not much time for character development it seems. This wasn't a problem with Iron Man or The Hulk over the same period but those strips weren't trying to channel the spirit of The Golden Age Of Comics the way these Captain America stories were.
The Red Skull is back, and Baron Zemo, sort of. Agent 13 of S.H.I.E.L.D. provides some love interest for Cap but there's barely time to develop this beyond "duty comes first" cliches. Once Cap's full-length title got underway, serious character development would happen.
For full on action sequences though, this is definitive Silver Age Jack Kirby. ( )
