I am currently doing research on the Orphan's Act for school but I can't seem to find any books on the subject. Does anyone have any ideas, or suggested materials?

Are you talking about the Orphan Works Act from this year? It's a bit early for books directly on it (it hasn't passed, right?). However, there are tons of books dealing with copyright issues in the U.S. I would suggest doing a library search for things like "copyright" and "intellectual property."
(Or did you mean a different Orphan Act? Like one of those projects that helps orphan children?)

There was a "Widows and Orphans Act" included in the Comprehensive Immigration Reform Act of 2006 (S 2611, the companion to the infamous HR 4437, which died in conference). Wikipedia article.
But I get the sense that this may be more related to the English Poor Laws? The Poor Law Amendment Act of 1834 (the "New Poor Law") established orphanages and children’s homes that were (or became) basically workhouses. That's at least a topic about which some books would have been written (though I don't have any). Main Wikipedia article.
