Try these:
www.gutenberg.org. An extensive FREE library for downloading. Files are in txt or html format. I haven't had good luck with the "plucker" feature which converts files for the PDA. I take these files and, using MS Word and eBook Studio to convert these files for Palm eReader.
Another very good site is University of Virginia, Electronic Text Center: http://etext.lib.virginia.edu/
Many of these are PDA ready.

I just read a short story (Tony Takitani) by Haruki Murakami on my iPhone from the site textoniphone.com. I have to say that I was very impressed, both with the site and the readability of the iPhone. The one downside is that you can't sample the site without an iPhone.

A more limited scope is found on http://www.americanliterature.com/sstitleindex.html
That's the link directly to their short story list; the main site also includes other forms of American literature and literature in English generally. You'd think there were more short stories online, as it's a very easy form to read in a short sitting at a computer, or taking a break between other (perhaps less entertaining) computer tasks.

Hundreds of thousands of ebooks are available free at the new Barnes and Noble ebook site. Many of the Google digitized books are available. Books past copyright restrictions can be found. I have been doing genealogy research for Plymouth/Cape Cod and have over fifty books from the B&N site. Another example: you can purchase Thoreau's Walden as an ebook or you can download older digitized editions (1864 or 1906) for free. They keep all of your "free purchases" in your own library collection on the site.
