Can someone let me know how to print Library of Congress spine labels? I am a newbie at this. Please help!

You can generate your own labels by exporting your book data from LibraryThing (see https://www.librarything.com/more/import) and running a Mail Merge of sorts.

There's a Talk thread where other members discuss what they've done here, as well: https://www.librarything.com/topic/97585. I hope this helps!

It depends on where you'll be generating your labels. Here's a post that explains how to do this sort of process within Google Docs, for example: https://www.librarything.com/topic/97585#5308827.

If you're using Microsoft Word, the process sort of walks you through already, but here's an article online that might help: https://www.webucator.com/how-to/how-use-mail-merge-microsoft-word.cfm.

Please let me know if there's anything else I can do to help!

Can you tell me if I can use Avery labels 1 x 1/2 for the spine labels?

What labels you use is your business. You may want to consider how well they will hold on various cover materials, both right away and over time. Also, can they be removed without damaging the book, not just at first, but after a few years. This will vary by cover material.
