If it is a Base-7 it is not expected to be such throughout the system to the ends of the hierarchy. It just so happens that the semantic collation ordering of the categories, and at least two steps of subcategories beyond, predominately follows such a practical numerical call coding.
The decimal point(s) will serve as the marker for when the alpha-numeric collation system is used to order other collation systems which would be specific to the topic/subject being subdivided.
What is significant about this classification system in regards to the numerical coding is that the numerals do have a specific semantic meaning that is fairly consistent:
0 - transfer of information - comms
1 - natural/primary system(s)
2 - technological/metric system(s)
3 - individual person activity
4 - organized activity
5 - abstract system
6 - time
