A workmanlike life of one of the leading intellectuals of the 19th-century U.S. Army and a major player in the creation of the general staff system under Secretary of War Elihu Root. Machoian is at his best writing about Carter's service during last of the Indian Wars and as an aide to Secretary Root. The monograph tails off rapidly after that; I would have expected a little more color in terms of the period of when Leonard Wood was Chief of Staff of the Army, and whether command friction preempted Carter's chances of becoming Chief of Staff himself.… (mais)
