I have no idea whether the book has ever been digitized or made available in digital form, let alone distributed over the web for the asking.
I'm curious that you should be interested in that particular book. It is fairly long in the tooth by now, I should think. I'm guessing that there are better, more modern treatments of any of the topics in the book available commercially or even on the web. The technical content, if hot the literal text, is probably widely available on the web and elsewhere.
I suppose that Indian English diverges at points from the American version.
I'm puzzled by what you mean when you say you are prevented from getting a copy by the "reigns".
Have you tried local technical libraries? Especially those belonging to Engineering Schools? What about professional organizations such as IEEE or ACM?
